What Changed on 25 September
Article 1 of MP 1.394/2026 prohibits the exploitation, the offer, the intermediation and the advertising of fixed-odds lotteries anywhere in Brazil, in physical or virtual form, and it says so including when the operator sits abroad and serves a person located here. The first paragraph covers virtual events of online games, and article 3 defines an online game as a channel whose result is decided by a random number generator. A slot is exactly that.
The Finance Ministry published a timetable with it, and the dates have already passed: money stopped entering accounts on the day of publication, withdrawal requests closed on 5 October, sites went dark on 6 October, and balances went back through the banks between 9 and 14 October.
